The United Nations Development Programme (UNDP) is seeking to hire a Communications and Knowledge Management Specialist for its flagship project, GEPP-SO2 (Green Economy Policy Programme). The specialist will work under the direct supervision of the Project Manager and will collaborate closely with the Project Management Unit (PMU), the Country Office (CO) Communications team, and other stakeholders involved in the project. This role is integral in ensuring effective communication strategies and robust knowledge management, ensuring that the project’s goals are clearly communicated to all relevant partners, local government units (LGUs), and civil society organizations.

 Key Duties and Responsibilities

  1. Development of Communication and Outreach Strategy

The Communications and Knowledge Management Specialist will play a pivotal role in developing the communication and outreach strategy for the GEPP-SO2 initiative. In close collaboration with the UNDP team, project partners, and other key stakeholders, the specialist will ensure that the communications strategy aligns with the broader goals of the project. This includes:

– Leading Strategy Development: The specialist will lead the formulation of the communication and visibility plan, ensuring it supports the project’s goals and the overarching GEPP objectives.

– Regular Needs Assessment: Regular assessments will be conducted to identify communication needs, ensuring that the strategy and visibility plan remain relevant and responsive to evolving project requirements.

– Brand Manual Development: A key task will be to develop a brand manual, including visual assets, branding guidelines, and communication templates to ensure consistent and professional presentation of the project.

– Customized Communication Systems: The specialist will create internal and external systems that allow team members and partners to capture data and share information efficiently, while adhering to the required branding and visibility standards set by UNDP and other stakeholders, including the European Union (EU).

  1. Advocacy and Behavioral Change Campaigns

One of the core components of this role involves leading behavioral and advocacy campaigns aimed at promoting circular economy practices. This will require:

– Campaign Leadership: The specialist will lead the development and implementation of campaigns focused on promoting behavioral changes at the local government and community levels, targeting key stakeholders such as LGUs and other community groups.

– TOR Development: The specialist will prepare Terms of Reference (TOR) for studies related to knowledge, attitudes, and practices (KAP), as well as for consultants and partners who will contribute to the design and implementation of these campaigns.

– Strategy Formulation: The specialist will provide advice to the Project Manager and the team on best practices for influencing behaviors that support circular economy goals.

– Grant Administration: The role will also involve the administration of grants to partners who are carrying out advocacy campaigns aimed at behavioral change. This includes defining the criteria and procedures for awarding and managing grants.

  1. Strategic Communication, Outreach, and Visibility

Effective communication is central to the success of the GEPP-SO2 project. The Communications and Knowledge Management Specialist will be responsible for ensuring the visibility of the project through strategic communication initiatives:

– Creating Communication Materials: The specialist will create various communication materials, such as program brochures, one-pagers, flyers, and other promotional content. This includes designing and producing the standard brand package, presentation decks, and other materials to promote the program.

– Media Relations: The specialist will coordinate with local media outlets to increase the project’s visibility, particularly during high-level events. This will involve writing press releases, key messages, and talking points for the project’s team and senior management.

– Social Media Content: The communications expert will prepare and disseminate social media content to highlight project milestones, events, and activities.

– Event Documentation: Ensuring that key project events, including field missions, are documented and shared with the public through various channels will be a crucial part of this role.

– Adherence to Branding Guidelines: All communication materials and visibility materials must adhere to UNDP, EU, and GEPP branding guidelines, ensuring consistency and professionalism across all public-facing outputs.

  1. Knowledge Management and Information Sharing

A significant part of the role involves managing and sharing knowledge both within the project team and externally with stakeholders:

– Stakeholder Engagement: The Communications and Knowledge Management Specialist will develop an effective stakeholder engagement approach. This includes maintaining an up-to-date list of stakeholders and fostering good relationships to encourage their active participation in GEPP activities.

– Collaboration with Implementing Partners: The specialist will work closely with other implementing partners, government agencies, and local government units to ensure that GEPP activities are reflected in public communications and media, following UNDP’s established standards.

– Development of Knowledge Products: The specialist will be involved in the creation of knowledge products such as reports, videos, and other media materials that capture lessons learned and best practices from the project.

– Data Management: Collaborating with the Data Management Specialist, the role will also involve ensuring that knowledge is stored and shared effectively on digital platforms. This will include managing the project’s communications website, which will provide easy access to knowledge resources for partners and stakeholders.

  1. Coordination and Support Functions

Effective coordination is essential for ensuring the smooth implementation of communication activities across different stakeholders. The Communications and Knowledge Management Specialist will:

– Serve as a Focal Point: The specialist will serve as the main communication focal point for the project, providing support for meetings, including the GEPP Steering Committee, Project Board, and Technical Working Groups (TWG). They will be responsible for documenting discussions, preparing minutes, and disseminating them to relevant stakeholders.

– Progress Reporting: The specialist will contribute to the preparation of progress reports, annual work plans, and budget monitoring, ensuring that communication and knowledge management components are well-represented.

– Event Support: The role will also involve supporting the planning and execution of events aimed at promoting the project’s messages among partners and beneficiaries.

Required Qualifications and Skills

 Education

The ideal candidate for the Communications and Knowledge Management Specialist role should have:

– Master’s Degree in a relevant field such as Communications, Journalism, Organizational Behavior, Business Administration, Social Science, or a similar discipline. 

– Alternatively, a Bachelor’s Degree with an additional two years of relevant experience in the field can also be considered in place of the Master’s degree.

 Experience

The candidate should possess:

– Minimum of Five (5) years of professional experience in communications, advocacy, or a related field, with a Master’s degree. Alternatively, seven (7) years of relevant experience with a Bachelor’s degree will be considered.

– Proven experience in managing and leading communications functions for international organizations or UN agencies.

– Expertise in developing communication strategies and executing campaigns, particularly those related to environmental or sustainability issues such as the circular economy.

– Extensive experience in media relations, including coordinating press releases and managing social media accounts.

– Experience in event management and coordination is essential.

– Data visualization skills, including the design of infographics, reports, and presentations, are highly desirable.

– Previous experience working with national and local government organizations, civil society organizations, and community groups is a plus.

– Experience with multi-partner initiatives or multi-million-dollar projects will be an advantage.

 Language Requirements

– Fluency in English and Filipino, both written and oral, is required. Proficiency in additional languages will be considered an asset.
